Finding an inclusive summer camp for people with developmental disabilities can be overwhelming. Families want a place where loved ones are understood, supported and celebrated. At Quest’s Camp Thunderbird in Apopka, Florida, that experience is shaped by dedicated team members like Charley Norris, whose passion and leadership help create a summer environment where every guest can thrive.

A Calling Shaped by Family

Growing up, Charley listened to stories from her grandmother, who worked in social care, and it always sounded like meaningful work. After teaching placements and summer camp roles in Ireland, she realized she felt most energized when supporting individuals with developmental disabilities. That path eventually led her to Camp Thunderbird — and from the moment she arrived, she knew she had found the right place.

“I never second-guessed anything,” Charley says. “Every moment was exciting, and I felt like this was what I was supposed to be doing.”

Small Moments, Big Impact

During her first summer, Charley served as a cabin leader, overseeing schedules, personal care and daily activities. But the moments that stayed with her weren’t big events; they were the small victories. A guest brushing their teeth independently for the first time. Someone stepping out of their shell during the talent show. A new friendship forming over breakfast.

“These are things people outside camp might take for granted,” she says. “But here, they’re huge wins. You see growth every single day.”

This year, Charley has taken on a staff management role, giving her the chance to support the entire camp community — from managing schedules to leading staff appreciation nights. But what she’s most excited about is reconnecting with the guests.

“Nine months is a long time,” she says. “People have moved to new group homes, started new jobs, gotten new pets — I want to hear everything.”

For individuals with developmental disabilities, Camp Thunderbird offers opportunities they may not have access to every day — archery, swimming, talent shows and a community that celebrates every achievement. “Camp is inclusive, warm and welcoming,” she says. “Everybody has a place here. It’s a home away from home.”
